You can carry a handbag as well as hand luggage on your Emirates flight if you have a First or Business
Economy: customers are permitted one piece of carry-on baggage, either a handbag or laptop bag, that may not exceed 55 x 38 x 20cm and must weigh no more than 7kg. First Class and Business Class: customers are allowed two pieces of carry-on baggage: one briefcase plus either one handbag or one garment bag.
The majority of airlines allow one piece per passenger plus a smaller piece (i.e. a handbag or laptop bag). However some budget airlines count a handbag as a piece of hand luggage so if you want to take both, you will need to pack your handbag or laptop bag inside until you have boarded.
Generally, for carry-on luggage, passengers are allowed to take one bag and one personal item with them onto their flight. Personal items usually include a laptop bag, handbag or briefcase that easily fits under the cabin seat.
Economy: one 7 kg (15 lb) bag; 55 x 38 x 20 cm (22 x 15 x 8 in). First and Business: One briefcase; 45 x 35 x 20 cm (18 x 14 x 8 in), plus one handbag; 55 x 38 x 20 cm (22 x 15 x 8 in). OR the handbag can be replaced by a garment bag; max. 20 cm (8 in) thick.
Hand luggage or cabin baggage, are all the personal belongings a passenger can carry along the cabin. You may take your handbag, laptop bag, etc. into the cabin as long as they are controlled at the security checkpoints. If you wish, you could place them into the overhead lockers.
In conclusion, a purse is not a carry-on but a personal item. Personal items are considerably easier to travel with because they are smaller, so your purse may be easier to carry than a carry-on. You just need to be mindful that you'll have a spot to store your purse under the seat in front of you.
Emirates' baggage policy isn't the most generous so you need to pack your bags carefully. If you're flying economy you're allowed one piece of carry-on luggage – either a handbag or a laptop bag, or one wheelie bag. The maximum weight allowed is 7kg and the maximum size for a handbag is 55 x 38 x 20cm.

Does your handbag count towards the 7kg carry-on?
Starter fare includes a baggage allowance of two carry-on items weighing up to a combined 7kg. Your two items might be 1 main item + 1 small item. Your small item includes items such as a handbag or thin laptop bag and must fit under your seat.
A personal item is any type of luggage that fits underneath the plane seat in front of you. Most domestic airlines in the United States require a personal item to be 18” x 14” x 8” or smaller in size. Personal items can include a purse, briefcase, small backpack, laptop bag, weekender or small duffel bag.
Are cabin bags weighed? They can be, but more often they are size-checked. We recommend that you ensure your bag is within the weight and size limits the airline specifies if you want it on board with you. If the staff deem your bag too big or too heavy, it will be checked.
You can check in as many bags as you like up to the weight allowance for your travel class. Each individual bag must not weigh more than 32kg.

You can bring one carry-on bag and one personal item for free on most domestic and international flights. But there are a few rules you'll need to follow.
You can do both depending on the style of bag it is. A “handbag” is on that has handles or not that can only be carried. A bag that has either a shoulder strap or a “crossbody” strap can be worn.
There are two baggage types: Checked luggage and carry-on or also referred to as cabin/hand luggage. Personal belongings on board are referred to as hand luggage (cabin baggage), luggage delivered to an airline to be stored in an inaccessible area to the passenger during the flights is referred to as checked baggage.
Following the regulations, most airlines and airports allow passengers to bring small amounts of liquid, gel, or cream cosmetics in containers that are 3.4 ounces (100 millilitres). Please, also keep in mind that all of these items must fit inside a single quart-sized clear plastic bag.
What happens if your carry-on is too big?
If your carry-on is too large – or too overstuffed – you might get stopped at the gate before boarding. Sometimes flight attendants will have to tag your bag and send it off to be stowed with checked luggage.
Personal motorised vehicles. For safety reasons, we can't accept personal motorised vehicles such as hoverboards, mini-Segways and smart or self-balancing wheels on our flights. Emirates prohibits the carriage of all such devices – with or without batteries - as checked–in or carry–on baggage.
All fireworks and any other items containing explosives (for example, Christmas crackers, firecrackers, bottle rockets, poppers and sparklers) are forbidden to be carried either as carry‑on baggage or as checked baggage on our flights.
There are two ways you can purchase excess baggage: At the airport - If only additional weight is being carried, you will be charged INR 600 per kg (inclusive of taxes), irrespective of the fare you selected.
Each passenger may carry liquids, gels and aerosols in travel-size containers that are 3.4 ounces or100 milliliters. Each passenger is limited to one quart-size bag of liquids, gels and aerosols.
